During the time when the third-quarter work was about to finish and the National Day was approaching, Guo Wenqing, the General Manager and Deputy Secretary of the Party Group of China Minmetals, and concurrently Chairman of MCC, had attended the production and business operation conference of MCC and delivered an important speech on September 26, 2021. In the conference, he further emphasized the unify of thinking, analysis of the situation, and research and deployment around overall key strategic issues that related to the development of the enterprise and the next major work in particular.
After listening to reports on the recent fulfillment of major business indicators of MCC and the performances of its major works including marketing and sales, key projects, deepening reform, safety, quality, and environmental protection, national teams of metallurgical construction, and scientific and technological innovation, Guo Wenqing praised the well-performances of MCC and mentioned that its performances are substantial and highly praised by staff, leaders and all sectors of society. A brighter development prospect has also been laid in the front of MCC, and unprecedented happiness and sense of accomplishment are seen on its cadres and employees. Within less than 100 days before the end of 2021, it is wished that staff may maintain their enthusiasm to work and strive, promote the enterprise spirit of "no delaying and slacking", work and take responsibility with faith, loyalty, and passion in mind, thus they can achieve a new and greater achievement and write a wonderful chapter of the first year of the "14th Five-Year Plan".
Five requirements have been proposed by Guo Wenqing in terms of the next key work of the production and operation of MCC:
First, improve the economic operational quality and plan as a whole to achieve the fundamental unity of becoming stronger, better, and greater. "Focus on the main business and build a better corporation" is the fundamental development direction of MCC. We must deeply understand that the corporation has entered a new stage of high-quality development all around. And now new development stages and patterns require that we must more emphasize qualitative improvement on the basis of rapid progress in quantity. The first step is to complete the annual goal steadily. In the fourth quarter, we must finish the work of this year steadily and securely, and control the housing fund, enterprise annuity, and liability ratio, so as to effectively improve the cash flow. The second step is to plan for the long-term prosperity of MCC, and in particular, manage the relationship between scale and efficiency, scale and quality, and scale and safety, at the same time as doing current jobs well. In the development of MCC, we must emphasize scale and efficiency but fundamentally foot on quality and efficiency. After entering the stage of comprehensive high-quality development, we must also foot on becoming stronger and better. If we got problems when handling those three relationships, we shall choose the relationship between scale, quality and safety rather than that of scale and efficiency blindly. Our general principles are firstly ensuring the match between the development scale and finance, and secondly ensuring the match between the development scale and the management resources, and thirdly ensuring the match between the development scale and the enterprise’s capabilities. While our specific project requirements are to improve the management of quality and brand and increase profit margins of projects. The third step is to further enforce the management and control of PPP(Public-Private-Partnership) projects strictly. We shall promote and implement a batch of high-quality PPP projects, and tighten up project review and risk management and control, research on the appropriate number of projects carefully, and take decisive measures to reduce risks if having any unforeseen problems. The fourth step is to resolve the risks of projects under construction in time. We shall set up leading panels to sort out all projects under construction and assess their risks comprehensively. Ten major projects should be focused on for targeted analysis, project risks should be noticed in advance through financial or legal means, and risk elimination proposals should be put forward in time.
Second, emphasize its main responsibilities and businesses, and promote the strength of national teams of metallurgical construction and operation. Leading by the goal of "quadrupling profits in three steps", China Minmetals has embarked on a new path of high-quality development by standing up in the adverse circumstances since the strategic recombination. MCC shall be brave in shouldering the national mission, deeply understand the strategic significance of the national team of metallurgical construction and operation, promote the "181 Plans", and give full play to its professional competencies and integration capabilities in the field of metallurgical construction. On the one hand, we must refocus on the business of design enterprises and construction enterprises. That is to say, design enterprises shall focus on technology, innovation and improvement, and operational services. They shall put more energy into researching cutting-edge, original, and independent, and controllable technologies and manufacturing core equipment, and make efforts to ensure that key links of industrial chains and supply chains are independent and controllable, and then further the step to fix, strengthen, extend those chains. Construction enterprises shall focus on innovating business models, increasing product added value, improving management, and fostering corporate brands under conditions with controllable risks, sufficient production factors and resources, and matched benefits and efficiency. They shall further strengthen the systematic construction of the national team, accelerate the construction of the central research institute of ferrous metallurgy and the metallurgical equipment industrial park, study on major issues of the national team of metallurgical construction regularly, and arrange more talents in this area, so as to ensure a reasonable layout and pronounced division of labor. On the other hand, we must greatly encourage the "green, low-carbon" development to make another breakthrough. MCC shall pay attention to the revolution and reshaping trend of low-carbon metallurgical industry, speed up the top-level design. We shall establish a systematic carbon emission reduction technology roadmap, and bring up efficient and economical carbon emission reduction solutions, in order to lead China's steel and related industries into a practical and effective way of carbon emissions reduction and neutralizing carbon. We shall be bound to advance two process routes centered on the electric furnace and hydrogen metallurgy, continue the iterative upgrade of technology, build R&D bases and demonstration projects for key technologies quickly, and overcome practical obstacles from R&D to industrial application.
Third, strengthen the leadership in science and technology innovation and transform and enhance the core competitiveness and brand influence of MCC. Science and technology innovation has always been the brand and flag upheld by MCC. And it is also the fundamental, potentiality, hope, and key of the coming high-quality development of MCC. We shall reengineer the industrial base, add value and create more forces for development by science and technology innovation. The first step is to reinforce the systematic layout and shoulder the mission as the national strategic scientific and technological power. We shall put more effort into strategic planning and national strategic needs. On the premise of boosting strengths and making up for shortcomings, we shall deploy core, cutting-edge, and application basic technologies at different levels, fields, or stages. The "181 plans" shall be focused on, "bottlenecks-like" technology and cutting-edge technological innovation shall be leaned toward, and the creation of original technology sources and the "chain master" of modern industrial chain shall be accelerated. The second step is to adhere to the guidance of "technologies for market, benefit, and practice" and accelerate the transformation and application of innovation results. We shall improve the transformation system of scientific and technological achievements comprehensively, aim to "mix", upgrade, and display years of the technological accumulation, so as to form patented technologies which relevant products can quickly be established into an industry. Then the way from strong technology to strong industry and economy can be found, and "experimental plots" can be transformed into "demonstration plots" and "standard plots" effectively. The third step is to enhance internal cooperation and technical exchanges, and give full play to the technical support of the whole industry chain and innovation synergies. We shall connect scientific and technological systems of MCC all around, booster the whole industry chain of exploration and survey, design and construction, mining and mineral processing, smelting and processing, trade and logistics, build an effective mechanism for innovative resources sharing, and create an effective system with the complementation of both advantages from the industry chain and value chain. We shall study the transformation of design enterprises. That means we must put more effort into the transformation to the direction of the central research institute and the transformation to the direction of edge or deep mining in mines, and carry out mining personnel training greatly.
Fourth, stick to risk limits in safety and environmental protection, and maintain sustainable development. As the MCC is a central enterprise, we shall lay stress on safety and development from a political perspective, follow up and implement the latest important instructions of General Secretary Xi Jinping on safe production and ecological environmental protection, and uphold a bottom line thinking resolutely, so that the stability and sustainable development can be achieved. The first step is to treat safety production as regular basic work, and insist on the highest standards, the strictest requirements, and the most practical measures. We shall strengthen fundamental management, carry out professional works by professional teams, and build the professional brand. We shall push forward the three-year action about the special regulating and inspecting of production safety to override difficulties and eliminate the hidden weak in safety management comprehensively. We shall manage and control our subcontractors, refuse to cooperate with all unqualified outsourcing teams, in order to eliminate problems like "managing by subcontracting" or "subcontracting without management". The second step is to do ecological and environmental protection well and complete the rectification tasks of ecology and environment inspection of CPC. As the inspection has entered the final stage, we shall step up efforts to supervise, promote the implementation of the rectification, realize the rectification and remove hidden dangers as soon as possible. We shall draw inferences about other cases, consolidate and deepen the results of the inspection and reform, and improve the long-term mechanism for the green development of metallurgical construction. The third step is to carry out the COVID-19 pandemic prevention and control vigilantly and constantly and report any situation in time. Based on the unified deployment from the prevention and control office of China Minmetals, the MCC shall take its main responsibility of pandemic prevention and control, tighten up the management responsibilities of institutions at all levels, and implement all requirements strictly and carefully. The fourth step is to cooperate with the audit work of the National Audit Office of the People’s Republic of China actively and continue the rectification. All staff shall fully understand the importance of this economic responsibility audit, provide objective and fair information in interviews and discussions timely, accurately, faithfully, so as to ensure that the National Audit Office would know the true situation of MCC comprehensively. When encountering problems raised by the audit, we shall pay close attention to the implementation of rectification and reform, fill up loopholes and shortcomings in this chance, and promote higher-quality development of MCC.
Fifth, adhere to the bottom line of integrity and build a team of clean and upright cadres unalterably. To ensure that MCC will achieve new achievements and breakthroughs in all tasks, we shall focus on the fundamental issue of working style construction, and unswervingly build a team of high-quality cadres with virtue and upright, providing a strong guarantee for the development of MCC. The first step is to be politically firm and act with the firm resolve to implement the Party Central Committee's eight-point decision on improving Party and government conduct. Cadres at all levels must maintain incorruptness and self-consciousness in action, lead an honest and clean life, resolutely implement the Party Central Committee's eight-point decision, discipline themselves carefully and strictly. And they must manage their relatives and staff effectively, so as to not break into the "forbidden zone", nor touch the "high voltage line". We must stick to good habits and working styles, and turn the convention into nature. The second step is to be unity and cooperative, and enhance the cohesion and power of teams continuously. Leaders shall be broad-minded, generous, and organize properly. We shall respect, understand and communicate with others, show due respect for others, follow interpersonal rules, and be responsible for the public and our works. The third step is to be determined and responsible, and accomplish the tasks assigned by the Party with high standards and quality. We shall insist on the principle of for the people, promote righteousness, and realize fairness in "development environment, selection, and appointment, rewards, and treatment" when dealing with problems. We shall actively guide the party members and cadres to be pure in thinking and positive in action, in hope that a fair, just, clean and clear development environment can be created in MCC.
